In just nine months following its formal approval as a real estate project of the Dominica Citizenship by Investment Program, Sanctuary Rainforest Eco Resort and Spa, developed by Vital Developers Limited, has broken ground to commence construction!
The Sanctuary Rainforest Eco Resort and Spa groundbreaking ceremony was held on November 1st, 2019, at the construction site at Providence Estate in the Roseau Valley, marking yet another major achievement for the people and Government in Dominica's economic growth.
In attendance were the Prime Minister Honorable Dr. Roosevelt Skerrit and Ministers of Government, Minister and Parliamentary Representative of the Roseau Valley - the Honorable Dr. Collin Mc Intyre, The Speaker of the House of Assembly, Managing Director of Vital Developers Ltd - Mr. Alexander Berenstain, Head Architects at Atys Architecture, dignitaries, CBI Agents, the media, residents of the Roseau Valley, and other specially invited guests.
In noting the importance of the Sanctuary Rainforest Eco Resort and Spa as a CBI Project for the Roseau Valley and Dominica in general, the Prime Minister stated that the Government's declaration of its vision to build the world's first climate resilient nation had created a concept that had interestingly developed into an attraction for many people who hold very dear the environment, climatic events, and climate change in particular. "And so," he explained, "Dominica was gradually becoming an epicenter of where we can see how to implement best practices in the creation and development of our climate resilient nation."
This statement by the Prime Minister came amidst significant Government activity in the area of climate-resilient housing projects and development of the eco-tourism and wellness industry, as it aims to achieve greater sustainable development through initiatives like the Sanctuary Rainforest Eco Resort and Spa.
In addition to the positive outlook created by this development for the Roseau Valley through the creation of jobs and increased economic activity, Managing Director of Vital Developers Limited, the Government-approved Developer of the Resort, revealed his commitment to preserving the surrounding natural environment.
This commitment to protect and minimize environmental impact was reiterated by Leano Miceli, along with Mr. Gauvin Dauchy, Head Architects at Atys Architecture, designer of the Resort, with extensive experience in eco-friendly construction designs, having worked on similar projects throughout the Caribbean and Europe.
In his address, Miceli expressed the firm's "pleasure to have worked on this particular design," explaining that "in line with the vision of Alexander V Berenstain (managing director of Vital Developers Limited), our aim was to respect the exceptional sites around by staying true to its existing configuration and all of its natural elements."
Meanwhile, in his address, the Minister for Public Works, Water Resource Management and Ports and Parliamentary Representative of the Roseau Valley, the Honorable Dr. John Collin McIntyre, shared that the "development will provide construction jobs for at least 100 people minimum within the Roseau Valley". He also encouraged farmers, skilled laborers, and people trained in the tourism hospitality to make themselves available to benefit from the economic opportunities that would be created both during the construction and operation of the Resort.

But, it was not all long speeches and presentations at the Sanctuary Rainforest Eco Resort and Spa groundbreaking ceremony which coincided with Dominica's 41st anniversary of independence. Attendees were treated to traditional creole 'jing ping' music, freshly cooked indigenous cassava bread, as well as entertainment from the Convent High School's Sign Language Club. The event concluded with tasteful entertainment from local artiste Carlyn XP and a reception.
