5-Star Sanctuary Eco Resort to Be Constructed in Roseau Valley
An Agreement for the development and construction of a 5-Star Eco Resort, “Sanctuary Rainforest Eco Resort and Spa”, was signed between the Government of Dominica and Vital Developers Ltd. (the Project Developer) on February 11th, 2019. The agreement was signed by Mr. Alexander V Berenstain on behalf of Vital Developers.
Addressing the Signing Ceremony which took place at the Dominica Financial Centre, the Hon. Prime Minister of Dominica, Dr. Roosevelt Skerrit endorsed the Project, stating that it was fitting and considerate to the Government’s own vision for the country.
We see this project, the Sanctuary Rain Forest Eco Resort as fitting and considerate to our own vision for our country especially in the Roseau Valley; ensuring that at all stages, the environment is respected and the environment is protected. Because if we are to continue our efforts to build a climate resilient nation, if we’re to continue to promote our country as an eco-tourism destination it must not only be based on what the good Lord has given to us, but also must be what we have done to it.
Meanwhile, Mr. Alexander V Berenstain, Managing Director of Vital Developers Ltd., expressed that the Sanctuary Rainforest Eco Resort and Spa would be constructed over a 36 month period and features 72 villa units, a health Spa, 2 swimming pools, a yoga and meditation facility, a restaurant and bar, among other amenities.
Mr. Alexander V Berenstain further explained that the Resort would blend into the natural environment and was designed to be disaster proof.
We will preserve all the nature around it, and we’ll save as much trees and vegetation as possible, all the structures will be blended to the environment and one of the most important things of this project is that it can withstand hurricane 5 and it also can withstand up to scale 7 earthquakes.
This new investment is expected to contribute to the economic development of Dominica by generating employment and enhancing the country’s eco-tourism sector. Hon. Dr. John Collin McIntyre, Minister for Public Works, Water Resource Management and Ports who was also in attendance at the Signing Ceremony expressed his enthusiastic welcome of and support of the Project.
The development of this 5-Star Resort at Providence, in proximity to the Middleham Falls, will literally transform the landscape of the Roseau valley resulting in, improved quality of life and standard of living for the people of the Roseau Valley.

The Roseau Valley is by far the most visited in the country by our tourists and need to ensure that they don’t only come for a few hours. They could come there for several nights and to have the real experience of the Roseau Valley and the country as the whole.
Sanctuary Rainforest Eco Resort and Spa funded through the Dominica Citizenship by Investment Program under the Real Estate Option, individuals who invest in this Project by themselves or with their families qualify to apply for naturalization as Citizens of Dominica.
